Purchasing Software for University - Campus Use
Software Request - Purchase Order (Workday)
- Create a Requisition/Purchase Order via the Minn State WORKDAY system for the software with vendor and note in the memo field that software legal agreements will be sent separately.
- Submit a Requisition/PO for the software (vendor) indicating if it is a new or a renewal purchase. If NEW, the vendor may request that the terms and conditions and/or license agreement needs to be signed. If the vendor requires signed documents, please note in the memo of the PO and attach a copy of those documents.
- Consult with your college/department technician about the software and installation needs.
- Information Technology Services (ITS) conducts a brief review within 1-2 business days of the request to ensure the requested software is compatible with existing IT systems. If there are any concerns with systems compatibility, ITS will notify the requestor and incompatible software will be denied.
- Business Services will send review legal agreements and work with the Minnesota Attorney General Office (AGO) if needed and coordinate paperwork with the department and AGO.
- If the AGO and the vendor cannot reach agreement on the legal language, the requestor will be notified to select a different vendor.
- If the AGO and the vendor cannot reach agreement on the legal language, the requestor will be notified to select a different vendor.
- Upon approval from Business Services or the AGO, the request will continue to process the PO through the normal PO workflows.
Software Request - Low Cost/Free
If a Requisition/Purchase Order is not possible via WORKDAY, either because the vendor will not allow a PO or because the software is free (no payment is required). In either of these cases, use the following process for a software request:
REMINDER: All software, regardless of cost, requires a security and legal review of the Terms & Conditions.
- Submit all PDF copies of the legal agreements (same legal agreements as noted above) to ITS Purchasing with the following information:
- Requestor’s name, email address, and phone number.
- Vendor’s name and vendor contact’s name, email address, and phone number.
- Name of software being requested.
- Cost of software being requested, if applicable.
- Describe the data that the vendor is gaining access to. Is any of the requested data private?
- Consult with your college/department technician about the software and installation needs.
- If there is a cost for the software, ITS will confirm that you have checked if a PO is or is not an option with the vendor. If the vendor allow PO’s, follow the process described above for WORKDAY.
- ITS conducts a brief review of the request within 1-2 business days to ensure the requested software is compatible with existing IT systems. If there are any concerns with systems compatibility, ITS will notify the requestor and incompatible software will be denied.
- ITS will send legal agreements to the Minnesota Attorney General Office (AGO) and coordinate paperwork with the department and AGO.
- If the AGO and the vendor cannot reach agreement on the legal language, the requestor will be notified to select a different vendor.
- If the AGO and the vendor cannot reach agreement on the legal language, the requestor will be notified to select a different vendor.
- Upon approval from the AGO, ITS will work with the requestor to process the payment on a purchasing card and deliver a chargeback to the requestor’s department.
